  • It's Time for The Spring Clean Up

    (City of Winnipeg Release) Winnipeg – Accessing information about annual spring cleanup operations just got easier for Winnipeggers. Today, the City of Winnipeg launched winnipeg.ca/springcleanup, which features everything residents need to know about the City’s spring cleanup activities, which are scheduled to begin on Monday, April 20 at 10 p.m. The portal includes information about parking restrictions, safety tips, a comprehensive FAQ, and most notably a new searchable spring cleanup progress map that displays information on when residential streets (Priority 3) are scheduled for sweeping 24-hours in advance of scheduled operations, and when crews have completed the work. The Know Your Zone app has also been updated to help residents know when crews are scheduled to sweep their residential streets (Priority 3) this spring, and is available for free download. The update allows residents to add their favourite addresses to receive push notifications 24-hours in advance of planned operations. The Know Your Zone app update is currently only available for android devices at the Google Play App Store, and is expected to be available for Apple devices at the Apple App Store in the coming days. Parking restrictions & enforcement In March, the City relaxed enforcement of the 1-2 hour time limits on residential streets with parking time restrictions to accommodate employees who are required to be home for longer periods of time due to self-isolation and work from home requirements in light of COVID-19. However, residents must continue to obey all other parking restrictions, including those related to the City’s spring cleanup operations. Not all streets get “No parking” signs ahead of cleanup operations – these are typically only placed on streets that present challenges for crews. That’s why it’s very important to routinely check your street for signs, check the progress update map, and use the Know Your Zone app, and move your vehicle to avoid being ticketed or towed. The cost of a parking ticket is $150 ($112.50 if paid within 14 days), and the cost of a tow is $120.23. Spring cleanup operations During the 5-6 week operation, Winnipeg’s entire street network, including sidewalks, active transportation pathways, bridges, boulevards, and medians will be cleaned. Crews will also clean up litter and debris in City parks. The major operation involves over 300 pieces of equipment, and approximately 500 workers. Residents are urged to not rake yard waste material or other debris onto streets as this can plug drains and cause ponding problems as well as increase the risk of basement flooding. Debris should be put out for regular garbage collection. Compostable yard waste material (e.g., grass clippings, leaves) can be placed out for yard waste collection in any reusable containers without a lid, cardboard boxes, or paper yard waste bags. This year's curbside yard waste collection program will start the week of May 4 for homes in yard waste collection area "A," and will begin the week of May 11 for homes in yard waste collection area "B.” Residents can also drop off yard waste for free at one of the City’s 4R Winnipeg Depots. Yard waste is collected at the curb once every two weeks, on the same day as recycling and garbage.

  • 57-Year-Old Man's Death, a Murder

    (Winnipeg Police Release) On April 15, 2020, at 1:40 p.m., Winnipeg Police responded to a report of an injured male near the intersection of Isabel Street and Ross Avenue. Officers determined that the male was suffering from a gunshot wound. He was conveyed to hospital in critical condition but succumbed to his injuries. The victim was a 57-year-old male. He was first located in the rear lane of Ross Avenue between Ross and Elgin near the intersection of Isabel Street and Ross Ave. Investigators are asking for anyone who was in this area at the time (1:00 p.m.) and are aware of any suspicious or unusual activity to report this to the Homicide Unit at (204) 986-6508. As well, any businesses or residents in the area who have video surveillance are asked to check their cameras for any activity during this time. Please remember details that may appear insignificant at first glance could be critical information for investigators.

  • Fire on Portage Avenue

    (FILE PHOTO) (Story Source City of Winnipeg Release) WINNIPEG – At 4:32 p.m. on Tuesday, April 14, 2020, the Winnipeg Fire Paramedic Service (WFPS) responded to reports of a fire in a three-storey building in the 800 block of Portage Avenue. The building has both commercial and residential occupants. When crews arrived on scene, they encountered smoke coming from the building. Crews launched an offensive attack, declaring the fire under control at 4:51 p.m. Occupants of the neighbouring suites were temporarily evacuated. Residents will be able to return to their homes once the crews complete their work. No injuries were reported. The majority of damage was contained to the suite where the fire originated. The cause of the fire will be under investigation. No damage estimates are available at this time.

    (City of Winnipeg Release) WINNIPEG – The City’s Community Service Ambassadors (CSAs) and By-Law Enforcement Officers conducted 234 patrols in City of Winnipeg parks, open spaces, and athletic fields throughout the city since Saturday, April 11. The CSAs and By-Law Enforcement Officers are providing information to residents gathering in large groups and those using closed City amenities, and reminding residents of the health and safety recommendations that are currently in effect due to the COVID-19 pandemic. “I’m very grateful for the vast majority of Winnipeggers who have and continue to respect the public health orders made by the provincial government,” said Mayor Bowman. “It is encouraging to see the positive engagement our Community Service Ambassadors had with citizens over the weekend and no penalties handed out. I hope to see Winnipeggers continue their dedication with these measures as we continue to face this global pandemic together.” The following is a three day summary of enforcement activities undertaken by our CSAs and By-Law Enforcement Officers, from April 11 to April 13, 2020: • Number of parks patrolled: 234 • Number of positive interactions: 819 • Number of social distancing warnings (verbal): 12 • Number of large group warnings (verbal): 1 • Number of closed facilities warnings (verbal): 32 • Number of tickets issued: 0 A detailed daily breakdown of the data is available online on the City’s Open Data portal. We will continue to publish this data online, recapping the previous day’s enforcement activities. “While the initial numbers from our enforcement efforts in City parks and open spaces is encouraging, it’s really important that residents continue to put into practice the province’s health and safety recommendations and respect our facility closures,” said Jason Shaw, Manager of the City’s Emergency Operations Centre. “We all have a role to play in preventing the spread of COVID-19 in our community, and we have to keep working together to flatten the curve.” Up to 44 CSAs and over 20 By-Law Enforcement Officers may be patrolling throughout Winnipeg at any given time throughout the day. They have all received training, follow safe work procedures, are equipped with supplies including hand sanitizers, and have been directed to physically distance when engaging with residents. Residents who observe individuals in contravention of the province’s public health orders or City park amenities closures are advised to contact 311.

  • four Shootings Within 24 Hours

    (Winnipeg Police Release) On April 8, 2020, at approximately 5:25 p.m., an East District General Patrol unit was in the area of the Sage Creek Liquor Mart when a robbery occurred at the store. Several suspects had stolen alcohol while threatening to harm staff and fled in a stolen vehicle. The General Patrol unit observed the stolen vehicle and began to follow it. The SUV subsequently rammed the police unit, and a pursuit was initiated as other units were assigned. At approximately 5:37 p.m., the stolen vehicle was involved in a collision with a number of cars, and an officer-involved shooting occurred. Officers subsequently provided medical treatment to the female driver, and she was transported to hospital in critical condition but was pronounced deceased. Four other suspects were taken into custody. Members of the Homicide Unit are continuing with the investigation, and the Independent Investigation Unit of Manitoba (IIU) has been notified. The suspect vehicle had been stolen on April 7 from a residence in the Whytewold area of Manitoba. On April 8, 2020, at approximately 10:06 a.m., it was involved in a robbery at the Transcona Square Liquor Mart and was later involved in a hit and run with a fence in the area of Keewatin Street and William Avenue West. The deceased suspect is a 16-year-old female of Winnipeg. A 15-year-old male of Winnipeg has been charged with: - Robbery (x2) - Disguise with Intent (x2) - Possession of Property Obtained by Crime Over $5000 - Fail to Comply with Sentence (x2) A 15-year-old female of Winnipeg has been charged with: - Robbery - Disguise with Intent - Possession of Property Obtained by Crime Over $5000 - Fail to Comply with Sentence A 16-year-old male of Winnipeg has been charged with: - Robbery - Disguise with Intent - Possession of Property Obtained by Crime Over $5000 - Fail to Comply with Condition of Undertaking A 16-year-old female of Winnipeg has been charged with: - Robbery (x2) - Disguise with Intent (x2) - Theft of Motor Vehicle - Dangerous Operation of a Conveyance - Fail to Comply with Condition of Release Order (x2) - Fail to Stop at Scene of Accident They were detained in custody. The IIU has assumed responsibility for the investigation into the officer-involved shooting. All further inquiries regarding the incident are to be directed to the IIU. Officer-Involved Shooting – Investigation: On April 9, 2020, at approximately 4:38 a.m., members of the Winnipeg Police Service responded to a residence in the 300 block of Anderson Avenue for the report of a male armed with a firearm during a domestic incident. At approximately 5:10 a.m., an officer-involved shooting occurred. Officers subsequently provided medical treatment to the male, and he was transported to hospital in critical condition but was pronounced deceased. He has been identified as a 36-year-old male. The Independent Investigation Unit of Manitoba (IIU) has been notified and has assumed responsibility for the investigation into the officer-involved shooting. All further inquiries regarding the incident are to be directed to the IIU. Members of the Homicide Unit are investigating the circumstances before the officer-involved shooting. Shooting – Investigation: On April 8, 2020, at approximately 9:55 p.m., members of the Winnipeg Police Service responded to a report of an adult male who had arrived at the emergency doors of the Health Sciences Centre suffering from a gunshot wound. The victim was not willing to cooperate with police and did not provide any information concerning either his injuries or where he had been shot. He had been brought to the hospital by a passer-by. He is currently listed in unstable condition. This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477). Shooting – Investigation: On April 8, 2020, at approximately 11:50 p.m., members of the Winnipeg Police Service responded to a report of an adult male suffering from a gunshot wound who had arrived at the doors of Misericordia Health Centre. Officers located the victim, and he was treated by members of the Winnipeg Fire Paramedic Service, who then transported him to the Health Sciences Centre. The victim is currently listed in stable condition. An investigation by Central Division General Patrol officers has lead to the arrest of an adult male suspect. The suspect is in police custody; however, no charges have been laid at this time. This investigation is continuing by members of the Major Crimes Unit.   • City & Province to Enforce Distancing

    (Province of Manitoba Release) The Manitoba government and the City of Winnipeg are working in collaboration for an ‘Operation Safe Apart’ pandemic public health enforcement strategy, including new pre-set fines for individuals or business owners who disregard public health orders, to help prevent the spread of COVID-19, Premier Brian Pallister and Winnipeg Mayor Brian Bowman announced today. “Everyone has a role to play in reducing the spread of COVID-19, and the majority of Manitobans are adhering to good social distancing practices and changing how they operate at home, in their community and within their business,” said Pallister. “Unfortunately, there is still a need to have additional measures in place to address situations where people are ignoring the advice of our health experts. These changes will give enforcement officers more tools to help curb the spread of the virus.” In response to the COVID-19 pandemic, the province declared a state of emergency on March 20, which included orders under The Public Health Act to help reduce the spread of the virus including: • restrictions on public gatherings to 10 or fewer people, • require the closure of non-essential businesses, and • enforcement of social distancing measures by businesses and services that remain open including ensuring a two-metre distance is kept between people in the facility or premises. Effective immediately, fine amounts for breaching these emergency orders will be set at $486 for individuals and $2,542 for businesses. Manitoba will be implementing a multi-tiered enforcement approach to enforcing orders, which will include public education, written warning or ultimately, enforcement actions such as ticketing or arrest if necessary, the premier said. In Winnipeg, the province is working in close collaboration with the City of Winnipeg, which will utilize Community Service Ambassadors to participate in public education and awareness, with bylaw officer and support from the Winnipeg Police Service (WPS) where required. “I want to thank all those who are doing their part by staying home, practising physical distancing and respecting the measures put in place by the Manitoba government,” said Bowman. “While most in our community are doing their part, there are some who are not getting the message. I hope education and awareness will be sufficient and enforcement won’t be required but in the event it is, these measures will help protect the safety of Winnipeggers.” To support these efforts, Manitoba Justice is partnering with City of Winnipeg to create enforcement units, with WPS acting in an assistance role, in ‘Operation Safe Apart’. These units will be dedicated to enforcing orders along with providing awareness and prevention, responding to complaints and supporting bylaw enforcement officers. Measures involving public health officers working in conjunction with local police services, First Nation police services and the RCMP are also in place for municipalities outside of Winnipeg. These include engaging municipal bylaw officers, community and First Nation safety officers, community volunteer groups such as Citizens on Patrol, and Manitoba Conservation officers who will work with respective police services.     (Winnipeg Police Release) APRIL 9, 2020 UPDATED Police have said the suspect that was injured in yesterday’s officer-involved shooting (near Lagimodière Boulevard and Fermor Avenue) has been identified as a 16-year-old female. Officers provided medical treatment at the scene, and the female was transported to hospital in critical condition but was pronounced dead. WINNIPEG - On April 8, 2020, at approximately 5:37 p.m., members of the Winnipeg Police Service were involved in an officer-involved shooting in the area of Lagimodière Boulevard and Fermor Avenue. One suspect has been transported to hospital. No condition is available at this time. A number of individuals have been taken into custody. The Independent Investigation Unit of Manitoba (IIU) has been notified.

  • Ash Removal in Our Community

    (Kevin Klein - Councillor for Charles-Tuxedo-Westwood) WINNIPEG - Please be advised that ash removals are continuing in our community. The Public Service will be working in our ward, Charleswood-Tuxedo-Westwood (east of the Assiniboine Forest). They are also working in other areas such as River Heights-Fort Garry, Fort Rouge-East Fort Garry and Daniel McIntyre. The Public Service will remove dead and declining black ash affected by Cottony Ash Psyllid and are expected to finish these ash removals by the end of the calendar year. The current policy is to chip all ash at the site during the EAB beetle feeding/breeding period to reduce the risk of spreading EAB (which is difficult to detect, and therefore may also be present), so many of these trees will be chipped on site. Trees scheduled for removal will be marked with a purple dot. All residents directly affected by this removal program will receive a Tree Removal Courtesy Notice.
