  • Sex Offender to Live in Winnipeg

    (Winnipeg Police Release) Winnipeg Police Service notifies public of Carlo Ryan CLARKE, 39 years of age, a convicted sex offender considered high risk to re-offend in a sexual/violent manner against all males, both children and adults. CLARKE will be released from Stony Mountain Institution, Manitoba after serving a sentence for sexual assault. He was convicted on April 30, 2015, and received a sentence of 5 years (in addition to pre-trial custody credit of 1 year). CLARKE was released on April 23, 2020. CLARKE is expected to reside in Winnipeg, Manitoba. CLARKE has a history of violent sexual offending. He is considered high risk to re-offend in a sexual manner. All males, children and adults are at risk. Background information: Carlo Ryan CLARKE is a 39 year-old male with a criminal record for sexual assault. CLARKE will be released after having served a sentence for sexually assaulting a vulnerable 20 year old male. CLARKE received a sentence of 5 years (in addition to pre-trial custody credit of 1 year).CLARKE committed that offence while on probation for sexual assault. CLARKEwas also convicted in October 2011 for sexual assaulting a 15 year old male. He received a 2 year less one day Conditional Sentence followed by 3 years probation. Further,CLARKE was convicted in March 2000 of sexually assaulting a 13 year old vulnerable male and received a 6 month Conditional Sentence followed by 3 years probation. CLARKE was released on April 23, 2020. Upon release, CLARKE will be subject to a lifetime order which prohibits him from: (a) attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground or community centre; (b) seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity, that involves being in a position of trust or authority towards persons under the age of 16 years; and (c) having any contact with a person who is under the age of 16 years, unless he does so under the supervision of a person whom the court considers appropriate. CLARKE is also subject to a lifetime weapon prohibition order. CLARKE is considered high risk to re-offend in a sexual manner against males, both children and adults. CLARKE is expected to take up residence in Winnipeg, Manitoba.   • Can You Identify This Man?

    (Winnipeg Police Release) Members of the Major Crimes Unit are requesting the public’s assistance with identifying a suspect responsible for a commercial robbery. On January 5, 2020, at approximately 3:33 p.m., a male suspect entered a restaurant in the 1000 block of St. Mary’s Road and robbed the business while armed with a machete.\ The incident was captured on video surveillance and investigators are releasing still images in an attempt to identify the suspect.   • Fire at Multifamily Building on Buller

    (City of Winnipeg Release) Winnipeg, MB – At 3:19 p.m. on Tuesday, April 21, 2020, the Winnipeg Fire Paramedic Service (WFPS) responded to reports of a fire in three-storey, multi-family complex in the first block of Buller Street. Upon arrival on scene, crews encountered heavy smoke coming from one of the suites and launched an offensive attack. The fire was declared under control at 3:38 p.m. Occupants of the suite self-evacuated prior to the arrival of crews. Firefighters temporarily evacuated two neighbouring suites as a precaution. Paramedics transported one patient to hospital in stable condition. No other injuries were reported. Preliminary observations suggest a malfunction in the operation of a dryer as the cause of this fire. This incident serves as a good reminder to residents to never run their dryer while away from their home. Damage from this fire was minimized because residents were home and able to call 911 before the fire extended beyond the interior of the dryer. Residents can reduce the risk of these types of fires by following these important tips: Have your dryer installed and serviced by a professional to ensure it is in good working order. Do not use the dryer without a lint filter and always clean the filter after each load of laundry. Periodically check the venting system to ensure there is no lint buildup and it is not damaged, crushed, or restricted. Make sure the outdoor vent flap opens when the dryer is running. Never leave a dryer running when leaving your home.

  • Councillor Klein Offers Financial Action Alternatives

    By Councillor Klein I acknowledge and appreciate the efforts my colleagues on Council and the Administration make daily to navigate the uncharted waters of the COVID-19 pandemic impacts. The impacts are constantly changing, and concerns are growing for residents and businesses. Which is why it’s vital for City Hall to maintain business continuity that provides stabilization to our economy. Understanding the magnitude of this crisis, following the same old solutions would be dangerous. This is a time to consider various solutions that address expenses and lost revenues. After taking time to have conversations with a number of residents, small business owners, community organizations, and executives from corporations in our City, I heard a common request: “What’s the City’s plan?” Many in Winnipeg are worried about the future and want to have confidence in our decisions. The three scenarios presented today were not financial plans; they were estimates, worse case scenarios. I don’t believe they provided specific actions or defined strategic milestones that would launch initiatives. The three scenarios were not discussed or debated by all members of Council. There was no opportunity to offer alternatives prior to being introduced to the public, they were done behind closed doors. All financial decisions should be scrutinized by each member of Council. Now is more important than ever to include all elected representatives at the table. We must be open to potential solutions from everyone. We are facing a first-time crisis that demands a more strategic and inclusive approach. Residents want hope that municipal leaders will do all that’s necessary to implement initiatives that will successfully re-launch our Winnipeg economy. We need to work together to develop improved policy and many low cost and low risk actions which can promote the re-opening of small and medium sized businesses in our City. Residents need to be reassured that elected officials at City Hall are managing their tax dollars appropriately. Council has the ability to do this through improved processes, discussion and debate. Let’s proceed with a concentrated and reasonable approach in the reduction of expenses while simultaneously developing a strategy for a successful re-launch of the economy. There are many alternative solutions that would save tax dollars and create an environment the needed environment for growth (A few suggested solutions are provided below, and I look forward to increased dialogue with colleagues and other business leaders on these matters).

  • Altercation on Flora Avenue

    (Winnipeg Police Release) On April 20, 2020, at 4:17 a.m., members of the Winnipeg Police Service responded to the 400 block of Flora Avenue for a report of an altercation involving multiple people. Upon arrival, a large crowd dispersed and officers located several injured individuals. One male was transported to hospital in critical condition. Another male was transported to hospital in unstable condition. This investigation is continuing by members of the Major Crimes Unit.   • Winnipeg Man Wanted by Police

    (Winnipeg Police Release) Members of the Homicide Unit are asking the public for their help with locating a suspect in a domestic homicide. On April 11, 2020, the Winnipeg Police Service began investigating the death of a woman who had been transported to hospital from a residence in the 500 block of Ottawa Avenue earlier in the day. The deceased was identified as Julie Racette, a 34-year-old female. Over the course of the following week, the investigation, which included a post-mortem examination, determined that she had been the victim of a homicide. On April 20, 2020, investigators obtained a Canada-wide warrant for the arrest of Wayne Leslie Melnychuk, a 42-year-old male of Winnipeg, for manslaughter. Melnychuk is also currently listed as a missing person. He is described as Caucasian in appearance, 5’7” tall and has a medium build with brown hair and brown eyes. The public is cautioned not to approach Melnychuk. Anyone with information regarding his whereabouts is asked to call 911. Additional information that may assist investigators can be relayed to Homicide Unit investigators at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

  • Possible Human Remains Found

    (Winnipeg Police Release) On April 18, 2020, at 1:54 p.m., members of the Winnipeg Police Service responded to the Assiniboine Forest for a report of possible human remains that had been discovered. The identity of the remains is unknown at this time. Members of the Major Crimes Unit, the Forensic Identification Section and Chief’s Medical Examiner’s Office continue to investigate.

  • Officer Involved Shooting on Adsum Drive

    (Winnipeg Police Release) On April 18, 2020, at approximately 4:00 a.m., members of the Winnipeg Police Service responded a gun call in the 200 block of Adsum Drive. A resident had been putting out his garbage when he was confronted by two armed males who demanded money in an apparent robbery. The resident was assaulted by the males but was able to flee and call 911. Soon after, a second call was received that indicated windows were being broken at an apartment building in the 200 block of Adsum Drive. Police units began searching the area, and at approximately 4:19 a.m., two male suspects were located near Pipeline Road and Adsum Drive. During this encounter, an officer-involved shooting occurred. Officers administered emergency first aid to one suspect, who was transported to a hospital and later pronounced deceased. He has been identified as a 22-year-old male. A second suspect, a 16-year-old male, was transported to a hospital with minor injuries and is currently in police custody. The Independent Investigation Unit of Manitoba (IIU) has been notified and has assumed responsibility for the investigation into the officer-involved shooting.

  • 25-Year-Old Dies From Stab Wounds

    (Winnipeg Police Release) On April 16, 2020, at approximately 6:25 p.m., emergency personnel responded to the report of a male that had been stabbed in the 600 block of Main Street. Upon arrival, officers located an injured male and began to apply medical treatment. The male was transported to hospital in critical condition where he was pronounced deceased. The deceased has been identified as Steven Anthony Sealy, 25. This investigation is continuing by members of the Homicide Unit.   • Teacher Receives More Charges

    (Winnipeg Police Release) On February 27, 2020, the Winnipeg Police Service’s Sex Crimes Unit laid charges of Sexual Exploitation, Sexual Assault, and Supply Liquor to Minor (LCGA-Manitoba) against a 27-year-old female from Winnipeg. The accused had been employed as a teacher at a Winnipeg high school. The victim was a 16-year-old at the school. The offences occurred between December 1, 2019 and February 8, 2020. As directed by the Criminal Code of Canada the accused was released on a Release Order with conditions including: - No Contact or Communication with the victim - Not to Possess or Access any Device Capable of Accessing the Internet - No Direct or Indirect Contact with Anyone Under the Age of 18 - Not to Seek, Obtain or Continue Employment, or Become a Volunteer in a Capacity that Involves being in a Position of Trust or Authority over a Person Under 18 years. Update: Members of the Sex Crimes Unit continued with the investigation and identified two additional victims. On April 16, 2020, the teacher turned herself in at the Winnipeg Police Service HQ building. She is now facing the following charges: - Sexual Assault (x3) - Sexual Exploitation (x2) - Sexual Interference - Luring a Person Under 18 years of age by Means of Telecommunication (x3)

  • Sex Offender to Live in Winnipeg

    (Winnipeg Police Release) The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Winston George THOMAS, 43 years of age, a convicted sex offender who is considered high risk to re‑offend in a sexual and/or sexually violent manner against all females, both adults and children. THOMAS was released on April 16, 2020. THOMAS is expected to take up residence in Winnipeg. Upon release, THOMAS will be subject to supervised probation until December 13, 2020. He will also be subject to a lifetime weapons prohibition order. THOMAS has a history of sexual and violent offences and numerous breaches of probation order and recognizances. Although he participated in some treatment programming in the past, THOMAS is still considered high risk to re-offend in a sexual and/or sexually violent manner. All females, both adults and children are at risk. Background information: Winston George THOMAS is a 43 year-old male with a lengthy criminal record including convictions for sexual assault, break enter and commit sexual assault, aggravated assault, assault, assault peace officer, resist arrest and numerous breaches of probation and recognizance orders. THOMAS’ conviction for sexual assault in 2008 was committed against a 13 year old female. He was sentenced to 2 years less one day (in addition to one year pre-sentence custody) and supervised probation for 3 years. In 2006, THOMAS was convicted of sexual assault involving an adult female. He was sentenced to two months (in addition to 3.5 months of pre-sentence custody). In 2003, THOMAS was convicted of break enter and commit sexual assault in which he broke into the female victim’s residence and sexually assaulted the victim. THOMAS was sentenced to 14 months (in addition to 5 months pre-sentence custody) and 3 years supervised probation. THOMAS has also been convicted of aggravated assault, assault, and assault peace officer. THOMAS was released on April 16, 2020. Upon release, THOMAS will be subject to supervised probation order until December 13, 2020 which includes conditions that: prohibit the consumption of alcohol, non-prescription drugs, and other intoxicants; impose a daily curfew of 11:00 pm – 7:00 am and require compliance with curfew checks; require that he attend, participate and complete all assessments, treatments, programming and counselling as directed by probation officer; and prohibit owning, possession or carrying a weapon. THOMAS is also subject to a lifetime weapons prohibition order. While incarcerated, THOMAS participated in some sex offender programming but is still considered high risk to re-offend in a sexual and/or sexually violent manner against against all females, both adults and children. THOMAS is expected to take up residence in Winnipeg, Manitoba. This information is provided to enable members of the public to take suitable measures to protect themselves.   • Video From Warehouse Fire

    (City of Winnipeg Release) Winnipeg – A1:51 a.m. on Friday, April 17, 2020, the Winnipeg Fire Paramedic Service (WFPS) responded to reports of a fire in a warehouse in the 100 block of Charles Street when the Winnipeg Police Service’s Air 1 spotted the fire and reported it to WFPS. When crews arrived on scene, they encountered a well-involved fire with heavy smoke and flames coming from the building. Due to deteriorating conditions, crews were unable to enter the building. No injuries were reported. Crews launched a defensive attack using aerial ladders. WPS Air 1 and the WFPS drone were used to provide situational awareness to the incident commander. Crews are expected to remain on scene into the morning. Residents are asked to avoid the area while crews complete their work. The cause of the fire is under investigation. No damage estimates are available.
