Police Seize $2 Million in Drugs


- In early 2020, the Winnipeg Police Service Guns and Gangs Unit began an investigation into an illegal drug distribution operation within Winnipeg. The extensive investigation lead to a Controlled Drugs and Substance Act (CDSA) search warrant being issued on April 16, 2020, for an apartment suite located in the 2200 block of Pembina Highway and an apartment suite located in the South Pointe neighbourhood.


Numerous units assisted in the execution of the warrants, including the Drug Enforcement Unit, East District Community Support and the Tactical Support Team.


On April 16, 2020, officers stopped a vehicle with on St. Mary’s Road with two male suspects associated with both of the noted addresses. Both males were arrested. A subsequent search of the Pembina Highway apartment located the following:

 - 9 kilograms of methamphetamine (ESV $1,800,000)

 - 4 kilograms of cocaine (ESV $400,000)

 - 326 grams of ecstasy (ESV $3,500)

 - 0.5 kilograms of benzocaine (cutting agent), (ESV $2,500)

 - $5,895 in Canadian currency

 - Ballistic vest

 - Money counter


James Daniel PERLETT, 43, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine

- Possession of a Scheduled Substance for the Purpose of Trafficking – Ecstasy

- Possess Proceeds of Crime Over $5,000

- Possess Body Armour without Permit

He was detained in custody


Biniam Mengistu FITUR, 40, has been charged with:

- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine

- Possession of a Scheduled Substance for the Purpose of Trafficking – Cocaine

- Possession of a Scheduled Substance for the Purpose of Trafficking – Ecstasy

- Possess Proceeds of Crime Over $5,000

- Possess Body Armour without Permit

He was detained in custody
