A High Risk to Re-Offend in a Sexual/Violent Manner

Winnipeg police today provided information regarding Curtis Leroy GEORGE, 28 years of age, a convicted sex offender considered high risk to re-offend in a sexual/violent manner against all females, both adults and youths. GEORGE will be released from Stony Mountain Institution, Manitoba after serving a sentence for criminal harassment, involving an adult female. He was convicted of that offence on May 3, 2018, and received a total sentence of 2 years (includes pre-trial custody credit of 70 days), and 3 years supervised probation. GEORGE will be released on May 4, 2020. GEORGE is expected to reside in Winnipeg, Manitoba. GEORGE has a history of violent and sexual offending. He is considered high risk to re- offend in a sexual/violent manner against all females, youths and adults.

Background information: Curtis Leroy GEORGE is a 28 year-old male with a lengthy criminal record including criminal harassment, sexual assault (5 counts), sexual interference, assault (6 counts), and numerous breaches of recognizance and probation orders. GEORGE will be released after having served a sentence for criminal harassment of an adult female that occurred between April 2016 and February 2018. GEORGE stalked, followed, harassed and exposed himself to the victim, around her workplace and nearby buildings. On May 3, 2018 he received a sentence of 2 years (includes 70 days of pre- trial custody credit), 3 years supervised probation and a lifetime weapon prohibition. GEORGE has a lengthy record for committing violent and sexual offences. On May 30, 2017, GEORGE was convicted of 2 counts of assault, and received a sentence of 1 day (includes 30 day pre-sentence custody credit) and one year probation. On July 25, 2011, GEORGE was convicted of sexual interference involving a 13 year old female, and 5 counts of sexual assault, in which he sexually assaulted 5 random females walking or jogging. He was also convicted of assault of a female Correctional Officer. He received a total sentence of 2 years (includes 1 year pre-trial custody credit), 3 years supervised probation and a 10 year prohibition order regarding children. On March 22, 2010, he was convicted of 2 counts of assault involving two adult females, receiving a 1 day jail sentence (includes 60 days pre-sentence custody credit), and 2 years supervised probation. GEORGE will be released on May 4, 2020. GEORGE is expected to take up residence in Winnipeg, Manitoba. Upon release, GEORGE will be subject to conditions until May 2023, including: Not to attend at Portage Place, City Place, MTS Centre or the Skywalk that connects those buildings. Participate in sexual offender counselling as directed and supervised by his Probation Officer. GEORGE will also be prohibited until July 24, 2023 from attending a public park or public swimming area where persons under 16 years of age are present or can reasonably be expected to be present, or a day care centre, school ground, playground, or community centre. GEORGE is considered high risk to re-offend in a sexual/violent manner against all females, both youths and adults.
